CIVL November Bureau Meeting

The CIVL Bureau usually meets twice a year: once in mid-autumn to analyse the last competition season and review the different matters that will be submitted to the next plenary ; once just before the official opening of the plenary (the next plenary will be held in Guatemala February 2005). The CIVL Plenary meeting will be held on 18-20 February 2005 in Panajachel, Guatemala. There will also be a Jury and Steward training session Friday 18th Feb 1700. CIVL would like to encourage as many people as possible to attend especially from the US continent to ensure future FAI competitions can be staffed by more local volunteers. 8th Paragliding European Championship postponed

CIVL regret to advise that the 8th European Paragliding Championship at Kalavrita cannot be held at the originally designated dates due to NATO forces forbidding flying. NATO is responsible for the safety of the Olympic Games in Athens and security has been increased after the Madrid bombings. According to NATO the area that the tasks will take place will be patrolled by aircrafts for security reasons and thus no other flying activity is permitted in the area. WPRS Update April 2004

PARAGLIDING ACCURACY Competitions added were the European Accuracy Cup UK 2003 and the Lithuanian Open. No competitions were deleted. The top 10 remain the same, Andy Shaw (GBR) maintains his lead, Matjaz Feraric (SLO) stays 2nd, Matjaz Sluga (SLO) remains 3rd. In the nations, Slovenia lead, GBR is 2nd and Serbia and Montenegro 3rd. PARAGLIDING Competitions added since the January update were the Argentinian Open, Swiss PG Champs, All Africa Champs, Andes Open, CNP Roldanillo, New Zealand Nationals, Monarco Open (Mexico). Results still not received so NOT added: Victoria Cup Donovaly, X Copa Pirineus, Greek Open (Amfikela) , Brazil Nationals, Algodonales Nationals. Deleted were the Belgian Mountain, German Open, Hungarian Nationals, Iberian Open, Norwegian League, PG World Cup Morzine, Portuguese de Serra da Estrela, Russian Open, Welsh International Open. The Portuguese Open was received late so is not included yet. WPRS Update January 2004

Results still not received so NOT added: Tropheo Montegrappa, X Copa Pirineus, Greek Open (Amfikela), Portuguese Open, Brazil Nationals, Algodonales Nationals. Deleted were the French Open, Nordic Cup (Austria), Pian Delle Betulle, Porto da Espada, Portugese Moncorvo, Slovenian Open, Spanish Open (Ager). In recent years, the number of teams and subsequently pilots at Paragliding Category 1 Championships has increased considerably (from 125 pilots in 1993 to 230 in 1999). In some cases the large number of pilots coupled with the wide range of pilot skills has compromised safety. At the recent CIVL Plenary meeting, lengthy discussions were held in order to provide a solution to the problem. Firstly, to address the problem of overcrowding, it was voted that there should be a maximum number of 150 pilots at a Paragliding Category 1 Championship. This led to the issue of how to allocate those places, given that all FAI member countries have the right to send a team to a Category 1 Championships. After much discussion the solution aproved by CIVL delegates is that the World Pilot Ranking Scheme (WPRS) will be used to rank nations and a nations team size will depend of their WPRS ranking.
